Yes, it is true. It is very difficult unless the person has alot of money or maybe family. As Ruby said, just be careful because there are many people doing scams to get papers.

One minute, People, Generally , to travel to a different country whatever is this country and whatever the nationality of this person, the person has to mention a reason...Europeans and American to come to Egypt they have to mention the reason which is tourism ... we always suppose that they are able , as Egypt is cheaper than USA, but if this American later proved not able to cover his expenses , he will be also deported from Egypt,,, Now to answer your question, Your friend has to mention the reason of his visit to USA,, lets say he says tourism ,he must prove his ability financially to do so,,, visit,, he must also prove he is visiting (with official invitation),,,,, So it is not true that Egyptians can not travel to USA,,, the procedures is the same for everyone, For the Egyptians it appears more difficult because the economic status of Egypt,,,example,,, for a tourist he must spend 50 USD /day to have Visa to America,,, that is 50 dollars for the Americans but also 280 pounds for the Egyptians,,, the 50USD means nothing to the Americans, but the 280 is a lot for the Egyptians...
